The Carnegie Mellon University Software Engineering Institute (SEI) is a Federally Funded Research and Development Center (FFRDC), operating under a five-year contract from the U.S. Department of Defense (DoD) and based at Carnegie Mellon University (CMU).
The primary sponsor for the SEI within the DoD is the office of the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)) and the Office of the Secretary of Defense for Research and Engineering (OSD R&E). The SEI Board of Visitors (BOV) was established to advise the CMU provost and the SEI director on SEI plans and operations. It monitors SEI activities and provides reports to the provost on the state of the SEI and recommendations for improvement.
