Technical Director for Cyber Intelligence

Biography

Troy Mattern is the Technical Director for Cyber Intelligence at the Software Engineering Institute’s Emerging Technology Center. Before coming to the SEI, Troy was an Officer in the U.S. Marine Corps. A “Mustang”, he came from the enlisted ranks and was commissioned in 2000, becoming an Intelligence Officer. His last assignment was at Marine Forces Cyberspace Command (MARFORCYBER) where he served as the Deputy Director of Intelligence. In that role he led intelligence support efforts for full spectrum cyberspace operations, established the Marine Corps Program for Cybersecurity of Critical Infrastructure and helped design Marine Corps concepts, strategies and manpower for Cyberspace Operations.  While serving at MARFORCYBER he also served as the Military Assistant for the Deputy Commander of USCYBERCOM where his primary role was in supporting the development of Department of Defense and National Cyber policy.  

Troy retired from the Marine Corps in 2012 after 23 years of service. In his time he served assignments with Marine Artillery, Marine Security Guard Duty (Embassy Duty), Marine Corps tactical Signals Intelligence Organizations (1st/3rd Radio Battalions), the U.S. Army’s 82nd Airborne, Combined Joint Task Force-Horn of Africa, The National Security Agency, The Intelligence Department of Headquarters U.S. Marine Corps, Marine Forces Cyberspace Command and USCYBERCOM.  His experience directing and conducting both Signals and All Source Intelligence operations from the Tactical to the National levels are complimented with experience in developing policy, and addressing the cyber security challenges of the Private Sector with the Department of Energy, the Department of Homeland Security and Private Sector partners.  

Troy’s education includes a BA in Political Science and an MA in Strategic Intelligence.  Among his personal awards are The Bronze Star, The Meritorious Service Medal, The Joint Commendation Medal, The Navy/Marine Corps Commendation Medal and the Combat Action Ribbon.
