- know what to expect of their staff
- be able to collaborate across programs
- be equipped to ask substantive questions at the appropriate level
For policy makers, the challenge today is to understand the implications of their decisions and to create an atmosphere that is conducive to the practice of an open systems approach. For program executives, the challenge is to achieve greater efficiency and cost savings in acquisition and procurement, understand a myriad of issues, and promote smart decision making using an open systems approach.
To meet to these challenges, executives need practical definitions, the basics of an open systems approach, and an understanding of the issues. They also need to know what to look for based on the lessons learned by other programs. This briefing meets those needs. The briefing consists of lectures and interactive discussions.
