Lesson C1: Licensing brings specific procurement issues.

Licensing, at least on the scale necessitated by a COTS-based system, is likely a new activity for most programs. There are many issues that must be considered for you to be successful.


Lesson C2: The use of COTS products affects contracting for development and integration services in new ways, but other aspects remain the same.

In addition to licensing, other impacts of using COTS products must be accommodated in the procurement of a system. Experience, contract negotiation, CDRLs, and the contents of the statement of work are likely to be different when the subject is a COTS-based system.
