The Defense Information Infrastructure Common Operating Environment is essentially a suite of off-the-shelf products, some commercial, others from the government, designed to address the need to assemble a number of applications together using a common installer semantic. As such it brings with it its own structure, behavior, and way of doing things. These must be accommodated, just as they would with any COTS product. Modern operating systems have addressed this need to a large extent, but some programs are committed to the use of COE. |

| Each package submitted for incorporation into the DII COE must be certified. Depending on the package, it may not be clear who the certification agent is and to what standards the submitter will be held. |
