Acquiring interoperable systems of systems is a highly complex activity involving many players, including different corporations, program offices, commercial vendors, and development teams—all of which are are rarely (if ever) under effective control of a central authority.

Establishing sufficient coordination among these players demands new organizational and management approaches. ISIS is establishing the context for acquisition in a system-of-systems environment that includes

  • the landscape as set by laws, policies, procedures, and culture, among others
  • acquisition knowledge about schedule, cost, risk, and performance and the like
  • tools such as interoperability maps and simulatons
  • models for specification, reasoning, and execution
