The Carnegie Mellon Software Engineering Institute (SEI) announced today a strategic relationship with the Electronic Systems Center (ESC) at Hanscom Air Force Base to become licensed as an SEI Partner in the SEI's Service Migration and Reuse Technique (SMART).
