Software Acquisition Pilot Studies
Many of the SEI practices developed by the SEI technical programs have promising applications within the DoD acquisitions community. Acquisition pilot studies allow for the early application of maturing SEI products and services in a real-world acquirer context. Some SEI technologies, which have promising applications within the DoD, were not developed with the acquisition community as the target audience, or they have had only limited use within this environment.
When the match between an SEI technology and a need within an acquisition program promises to provide an opportunity for community learning, the SEI establishes an acquisition pilot with customer involvement.
Lessons learned from these experiments are widely disseminated through case studies, course modules, workshop content, SEI publications, DoD and professional society conferences, and technical literature. Select a pilot study below to learn more:
2004 Pilot Studies
Commercial Off The Shelf (COTS) Management
Plan
A COTS Management Plan is used to enhance COTS maintenance during the
maintenance lifecycle or during a long development phase when COTS is
maintained during the development effort. The Acquisition Support Program
(ASP) is sponsoring a pilot of a COTS Management Plan template.
Common Link Integration Program (CLIP)
This program is developing strategies for applying the
technologies developed by the Architecture Tradeoff Analysis group (Quality
Attributes Workshop (QAW), Architecture Tradeoff Analysis Method (ATAM), and
others) to the software acquisition process for use in the Acquisition Support
Program within a Department of Defense (DoD) 5000 policy framework.
Options Analysis for Reengineering (OAR)
This is a follow-on pilot of OAR, again with the
Future Combat Systems (FCS) program. In 2002 a joint SEI/FCS pilot project
adapted the OAR method to an environment where a single Lead System Integrator
(LSI) makes decisions on potentially reusable components from a large variety
of legacy systems owned by a variety of different suppliers. The pilot was
successful and the OAR approach will be used to validate the claims of all
suppliers who propose the reuse of legacy software.
Standard CMMI Appraisal Method for Process
Improvement (SCAMPI)
In 2003 the Acquisition Support Program sponsored a pilot using prototype
versions of SCAMPI B and C within the acquisition community, including the
National Reconnaissance Office (NRO) and the Space and Missile Systems Center
(SMC). This pilot will continue to build upon the work done in 2003.

Standard CMMI Appraisal Method for Process
Improvement (SCAMPI)
This is a joint SEI/NRO/SMC/Acquisition Community
pilot study for applying SCAMPI for use during source selection/contract
monitoring. This pilot allows the SEI to develop and observe the use of SCAMPI
Class B/C methods in an acquisition environment.
Options Analysis for Reengineering
(OAR)
This is a joint SEI/FCS pilot study for applying OAR, a method for identifying
and mining reusable software components within large and complex software
systems. This pilot is helping to mature OAR, while observing an environment
where a Lead System Integrator makes decisions on potentially reusable
components offered by a variety of potential suppliers.
Naval Undersea Warfare Center (NUWC) Pilot Study
This is a joint SEI/NUWC pilot study for applying the
Framework for Software Product Line Practice,
Software Product Line Acquisition - A Companion to A Framework for Software
Product Line Practice. This pilot is helping to mature guidelines in the
companion and demonstrate its transition to a DoD organization
