Friction exists between success for constituent systems and success for the whole system of systems. The aggregate focus is often too concentrated on the constituents and not on the whole. The SoS Focus Analysis (SFA) technique is designed to help those responsible for the success of the system of systems (such as portfolio managers, program managers, and technical mangers and system implementers) place and keep focus on the system of systems.
SFA works by
- modeling connections between technical and organizational elements
- revealing an imbalance of focus between local and global levels of the system of systems (e.g., resource allocation, incentive policies, success criteria)
- indicating appropriate governance choices at all levels to achieve appropriate balance
SFA has been piloted successfully to inform decisions about the ongoing maintenance of a system of systems made by a civilian government customer.
