Acquisition Support Program

Key responsibilities

Mr. Elm participates in activities within the Acquisition Support Program to improve software acquisition practices throughout the armed services.

Professional Background

Prior to joining the SEI, Mr. Elm served as VP and General Manager of Carco Electronics, where he managed all activities of a division responsible for development, sales, and production of precision electro-mechanical equipment used for testing guidance and navigation equipment. During his tenure, he restructured operations to address a wider market sector, and led the development of IR&D activities to expand product offerings. Before joining Carco Electronics, Mr. Elm served as Director of Commercial Appliance Products at Siebe Appliance Controls (now Invensys), directing the activities of a department responsible for development and application of controls for commercial appliances. In this capacity, he introduced modular, software-configurable products, creating and implementing strategies to reduce time-to-market and to achieve rapid growth. Preceding his work at Siebe, Mr. Elm held the position of Director of Operations in the Vehicle Control Systems Division at Union Switch & Signal. In this position, he directed Program Management, Engineering, Manufacturing, and Test for a newly formed division charged with providing safety-critical on-board locomotive electronics systems.
