In June 1994 Secretary of Defense William Perry directed that DoD
acquisitions should make maximum use of performance specifications and
commercial standards. In November 1994 Undersecretary of Defense (Acquisition
and Technology) Paul Kaminski directed "that `open systems' specifications and
standards be used for acquisition of weapon systems electronics to the
greatest extent practical."
