This Tactical Guide will help your PMO develop a User Agreement (UA) that specifies the level of user representation needed during the software development lifecycle to ensure the operational software you acquire will meet user needs. We provide information about who should be involved in UA development and what types of information should be included in the UA.

This guide is mainly for the Program Management Office who will work with Users and other stakeholders to develop the UA. It will also assist Users helping to write the UA and the Sponsor who should make sure all potential Users are included.
