William E. Novak

Software Engineering Institute

William E. Novak is a principal member of technical staff at the Carnegie Mellon University Software Engineering Institute (SEI), where he conducts research and consults with large-scale software-intensive acquisition programs based on his 40 years of experience with real-time embedded software product development, government software acquisition, and business management in government contracting and commercial contexts.

Prior to joining the SEI he held positions with GE Aerospace including Chief Engineer for GE Military and Data Systems Operation and Senior Software Engineer at GE Strategic Systems Division. He served as Development Tools Product Manager for Texas Instruments Digital Signal Processing. At Tartan, Inc., he was Director of C/C++ cross-development systems and product manager for embedded Ada cross-development systems. He has also previously served as an Industry Resident Affiliate to the SEI supporting the Domain Analysis for Software Reuse project.

Novak is an expert on conducting Independent Technical Assessments (ITAs) of DoD and federal government acquisition programs based on his experience in leading and supporting more than 15 such investigations. He has an MS in Computer Engineering from Rensselaer Polytechnic Institute, and a BS in Computer Science from the University of Illinois at Urbana-Champaign.
